Liberty Township Levies

Liberty Township has placed three operating levies on the November 2024 ballot and all three will impact Powell citizens.

Powell residents are also Liberty Township residents. Powell residents vote for the Township Trustees and receive Township fire and EMS services. Powell residents also contribute .9 mils, or an estimated $810,000 to the Township general fund, none of which is spent within the City of Powell corporate limits, despite Powell being part of the Township. As part of an incorporated City, Powell residents are subject to a 2% municipal income tax that supports Powell’s municipal operations, including police, street repair and maintenance, parks and recreation and other city functions. 

Proposed Property Tax Levies

Fire and EMS
2.4 mills of additional levy to generate $6,511,576 annually in new revenue to support fire and EMS operations.
This property tax levy supports fire and EMS operations. The Township provides fire and EMS service to both the Township and Powell. Both the Township and Powell residents will be subject to this levy and will both receive the benefit of fire and EMS services.
Parks and Recreation
1 mill of additional levy to generate $2,713,157 annually in new revenue to support Liberty Township Parks and Recreation.
In 2003, the Township and Powell residents passed a .7 mil 27 year bond levy to create parks in the Township outside the City of Powell corporation limits. Previously, Powell’s residents had passed a bond levy to create parks within the Powell City limits. Powell residents are subject to levies for both Township parks and Powell parks. Township residents, however, are only subject to the levies for Township parks. This November, Powell residents are again being asked to support the Township Parks and Recreation levy, while Township residents will only be subject to the Township Parks and Recreation levy. Currently, no plan exists for the Township to equitably share any Township Parks and Recreation levy proceeds with the City of Powell to support its Parks and Recreation, despite that Powell and its residents remain part of the Township.

oads and Bridges
1 mill of additional levy to generate $2,713,157 annually in new revenue to support Liberty Township roads.
Similar to the Township Parks and Recreation levy, the roads and bridges levy will be used to support Township roads, except those roads that are within Powell’s corporation limits, which are Powell’s legal responsibility. As Powell’s residents remember, Powell had insufficient funds to properly maintain the roads within Powell. In 2021, Powell residents voted to increase the municipal income tax rate from .75% to 2.0% to, in part, maintain and repair Powell’s roads. Township residents do not contribute financially to the repair and maintenance of Powell’s roads, yet if this levy passes, Powell resident will financially contribute to both Township and City roads. Currently, no plan exists for the Township to equitably share any Township roads and bridges levy proceeds with Powell to support its roads and bridges even though Powell and its residents remain part of the Township.

Municipal Taxes
City of Powell residents pay a 2% income tax rate. Income taxes fund City services such as police, infrastructure, parks and recreation, legal services, entertainment, and more.
Residents are provided a 100% credit up to 2% for taxes paid to the municipality where you work.

FAQ

Liberty Township Fire and EMS, Parks and Recreation, and Roads and Bridges that are outside of the City of Powell’s boundaries. 

The 4.4 mill levies include three parts:

  1. Fire and EMS – $2.4 million of additional levy to generate $6,511,576 in new revenue to support fire operations.
  2. Parks and Recreation – $1 million of additional levy to generate $2,713,157 in new revenue to support Parks and Recreation. 
  3. Road and Bridge 1 mill of additional levy to generate $2,713,157 in new revenue to support Parks and Recreation purposes (Resolution 24-0708-09).

The levy will support the roads owned by Liberty Township and excludes the roads managed by other entities such as the City of Powell. 

Early in-person voting will take place at the Early Voting Center located at 2079 U.S. Highway 23 N, Delaware, Ohio 43015 beginning on Oct. 8 and ending at 2 p.m. on November 4, 2024, the day before the election.

On election day, Nov. 5, all polls will be open 6:30 a.m. to 7:30 p.m.

Absentee voting by mail also begins on Oct. 8 and ballot submissions must be postmarked by November 4.
