New, competitive police contract emphasizes retention and recruitment

The City of Powell and Fraternal Order of Police recently ratified a new three-year contract, commencing in 2024, reinforcing the importance of professional development and retention of our dedicated law enforcement staff.

The contract was unanimously approved by Powell City Council. This is a direct reflection of the evolution of Powell 2.0. Without its additional funding, critical investments in personnel would have been a challenge.

The new contract established several incentives necessary to develop and retain the department’s professional officers. There are provisions promoting additional education, training and certification, and encouraging staff longevity. During contract negotiations, the pillars of retention, recruitment, market competitiveness, and professional development were key focal points:

  • Retention – With an aging group of patrol staff nearing retirement, the city focused on steps that could be taken to retain well-trained, seasoned officers. This was accomplished by increasing salary, retention incentives, vacation accrual, adding additional holidays, and other increased benefits.
  • Recruitment – As police officers retire, the need to attract qualified candidates to replace staff can be arduous. We streamlined the hiring process and attract qualified candidates by recognizing previous years of service for accrual of vacation, increased salary above entry level, and a comprehensive benefits package to include medical, dental, vision, and life insurance.
  • Market competitiveness – This contract increased salary and benefits, comparable to other Columbus Metropolitan police agencies.
  • Professional Development – We utilize training, specialized assignments, and succession planning to provide a better service to the community and for staff job satisfaction.

This fair, competitive contract will ensure the department remains competitive in a tight law enforcement employment market. Forward thinking leadership and teamwork will continue fostering the high levels of community safety valued by Powell residents.

Newly appointed Chief Ron Sallows led the process for the administration and was critical in developing the successful agreement.
