Council approves zoning map amendment for Harper’s Pointe development

Powell City Council voted 6-1 to approve a zoning map amendment for 8.75 acres at 2470 West Olentangy Street (former location of the Powder Room Gun Shop & Target Range).

The ordinance amends the zoning from residence district and planned commercial district to downtown residence district.

“The zoning map amendment aligns with the Comprehensive Plan,” said Mayor Brian Lorenz. “Changing the zoning to allow for single family homes is the best use for this site and ensures that the lead will be cleaned up from the target range.”

Arlington Homes is proposing to construct 48 single family homes on the site. This site was home to the Powder Room Gun Shop & Target Range until June, 2014.

A final development plan will go before the Powell Planning & Zoning Commission as well as Powell City Council in the future.

Council members voted 2-5 against a motion to place the ordinance on the ballot for voters to decide on the zoning map amendment.

City Council unanimously approved a zoning map amendment and final development plan for Harper’s Point in May, 2015. A referendum to submit the ordinance to the voters was filed and appeared on the Nov. 2015 ballot. Fifty-five percent of Powell voters turned down the ordinance to approve the zoning change and final development plan during last year’s election.

Proposed Keep Powell Moving Plan moves to second reading

The proposed Keep Powell Moving Downtown Powell Street System & Circulation Plan was moved to a second reading. The second reading is slated for the next Powell City Council meeting at 7:30 p.m. Tuesday, Nov. 15 in the Municipal Building Council Chambers, 47 Hall Street.

The proposed plan is an effort to improve traffic circulation, add parking and increase walkability and bicycling.
