Powell’s DORA Program moves to weekly format, safety measures added

(POWELL, Ohio)—Aug. 11, 2020—The Designated Outdoor Refreshment Area (DORA) in Powell is moving to a weekly format through the end of September with enhanced public safety measures.

Powell City Council approved the DORA to be in effect from 4-10 p.m. Fridays and 11 a.m.-10 p.m. Saturdays and Sundays beginning this Friday, Aug. 14 through the end of September.

The DORA allows licensed liquor establishments in the designated area to sell alcohol at special times that can be carried out of their establishments in specially marked cups.

“The City implemented the first DORA at the end of June,” said City Manager Andy White. “While the first DORA was a successful tool for businesses, we discovered additional measures were needed to ensure a safe experience for the community. We thank our businesses and the Delaware General Health District for meeting several times over the past month to discuss different ways to implement a safe DORA for patrons and businesses.”

Safety measures include temporary hand sanitizer stations as well as additional signage to remind patrons to be cognizant of social distancing.

“We look at the DORA not as an event, but as a beneficial tool used to support the local businesses,” Delaware County General Health Commissioner Sheila Hiddleson said. “During the DORA, it’s important that we all adapt and adhere to public health protocols, including social distancing, which benefit businesses and allow for them to stay open and provide for the public in the safest manner possible.”

While a DORA is in effect, patrons can purchase a drink at an authorized location and walk around inside the DORA boundaries and take a purchased drink into a non-liquor serving establishment if the owner allows it. Patrons cannot bring their own drinks into the district or walk with a purchased drink outside the DORA boundaries. Additionally, patrons cannot take a beverage purchased at one DORA-approved liquor establishment into another DORA-approved liquor establishment.
