Meet new Service Director, HR Partner

The city of Powell has hired Buddy Caplinger to serve as the city’s new Public Service Director and Jason Nahvi as the city’s Human Resources Business Partner.

“We’re excited to welcome Buddy and Jason to our team,” said City Manager Andrew White. “Both bring strong experience and professionalism to the city. They will be invaluable resources to our team internally as well as to the public.”

Caplinger has extensive experience in the public sector, serving in public service roles with the city of Dublin, Upper Arlington and most recently Westerville. He will be overseeing the areas of Public Service, Engineering and Parks & Recreation in his new role with the city.

“It is an exciting opportunity to join the Powell team,” said Caplinger. “I look forward to working with our public service team to continue delivering high-quality services to our residents and businesses that improve the quality of life.”

Jason Nahvi, PHR
Jason will be responsible for organizing and managing the human resources activities for the city including recruiting, onboarding, employee relations, performance evaluations, developing policies and procedures, and staff development.

He most recently served as the Assistant Director of HR with Franklin County Children Services. He has also previously served as the HR Director with Northwest Title, HR Business Partner and Benefits Administrator with the city of Dublin, and HR Manager with Preservation Parks of Delaware County.

“There are so many exciting changes happening at Powell,” said Nahvi. “Everyone works together as a team to make sure we are accomplishing our mission and objectives. It is exciting to work with a team that is focused on making new ideas become a reality.”

Jeffrey Tyler
Additionally, Jeffrey Tyler has been promoted to serve as the city’s new Assistant City Manager/Community Development Director. In this role, Jeff continues to oversee and lead Planning, Building and Zoning.
